These people will ping their blog frequently throughout the day, even though they haven't posted new content. This is known as "spinging" and if you engage in it you can count on getting blacklisted. In other words, don't do it. Use the blog ping service properly and only ping after you have added new content. If you consistently submit your blog to pinging services after every new post, you should see an increase in traffic to your blog.
